On May 23, 2024, Justin emailed Amanda at Waupaca County HR and requested a second copy of his personnel file. He also requested that she provide him copies of reports written in regard to his internal investigation by Det. Nelson, Det. Pedersen, Capt. Wiskirchen, etc. that were provided to DA Turner but were not provided to Justin.

Justin wanted to see if anything changed from the first time he had requested it and from when his Poynette PD Lieutenant requested it. Justin had not received a response from her so on June 4, 2024, Justin sent another email. Amanda finally responded and said he could pick it up after that day. Justin stopped in on June 7, 2024 and retrieved the copy of it from Lori Schmidt in HR, since Amanda had just left for the day.

In reviewing this copy of Justin’s personnel file, he was provided with the same unredacted copies of everything he had received with his first request, except for a few items. In this request, Justin was provided with a report written by Sgt. Repinski, which was mysteriously missing last time. He had seen it upon being allowed to review his file, but they never provided Justin with a copy of his report before. This report was in regards to one of his disciplinary investigations regarding his ex-girlfriend. He was also provided with reports written by Det. Nelson, Det. Pedersen, Sgt. Curtis, and Sgt. Lewinski in reference to his resignation. There were several reports, however, that were missing regarding Justin’s internal investigation/resignation.
