Sexual Harassment
There has been a deputy over the past couple of years I have worked with who had continued to harass me on a quite regular basis. I have made comments to him on how I didn’t respect that and have also asked him to stop, in which it continued. He has made fun of the way that I dress, being friends with another deputy who is homosexual, and has accused me of having sex with my cousins from the town where I am from. He has made other comments about me going down to Florida to see my gay friend and his fiancé and insinuated that I was going down there for sexual reasons. He has made fun of me for being in a photograph with my gay friend when we had our dress shirts partially unbuttoned while at a wedding. The list goes on and on.
Well, this same deputy back in January of 2024 had attended an ARIDE (Advanced Roadside Impaired Driving Enforcement) class that I had taught at the Sheriff’s Office. I had taught this class with Detective Sergeant Stefanie Pedersen. (Sound familiar?) She was the lead instructor and I was the second instructor. Well during this two day class, this deputy had made several inappropriate comments toward me again. This time, it was in front of the class AND in front of Stef. He made fun of the clothes I was wearing again by stating, “Where did you get those jeans from, baby gap?” He made a derogatory comment about me having sexual relations with my family members. While I was teaching a section of the class, I had a picture of a female up on the screen. I had pointed up at the screen at one point in the presentation and he had made a comment about why I was touching her breast. When I would mention things that were sexual in nature during my presentation, he would snicker and make comments about what was being said. Most times, this would interrupt the class because everyone would begin paying attention to just him. Stef was in the room when all of these comments were being made and of course, she didn’t do anything to stop it.
At the end of this 2 day class, we had handed out instructor evaluations that the attendees could complete. This specific deputy, along with a friend of his who was sitting next to him, had written a very negative review about me. All of the other attendees had written very well reviews about me. A few days later, Stef had asked me to join her in her office to talk about these reviews. She expressed some concerns that she had with me, that stemmed from these 2 deputies reviews on their evaluations. I had asked her if she had seen or heard any of the inappropriate things that this deputy was saying during class. She admitted to me that she remembered hearing when he made a comment about me touching the woman’s breast up on the screen. She said something to the effect of “I just try to ignore things that he does.” I explained to her that it is difficult to do when he is interrupting the entire class to make those inappropriate comments. They made me feel uncomfortable.
More importantly, I also explained to her that this specific deputy has made several inappropriate comments in the past, including things that were sexual in nature. I informed her that it has been going on for years now and that he should be held responsible for such comments. She again explained that she usually just lets “Brockman be Brockman”. Brockman is the name of this deputy in question. I literally asked her if he could be held responsible for making sexual comments that made me feel uncomfortable and she ignored them and laughed them off.
Almost 3 weeks later, it is Det. Sgt. Stef Pedersen who starts this whole issue, that ultimately leads to me being forced to resign. I firmly believe that this had something to do with it, as Deputy Brockman is favored by administration and can never do anything wrong. He continuously says inappropriate stuff at work, while out in public, and in front of administration, but administration never does anything to stop his behavior. To my knowledge, he has never faced any type of discipline for these behaviors.
Anonymous Person Reports Sexual Harassment:
On 4/7/2025, an anonymous source apparently had reported much of the sexual harassment that Deputy Brockman had put myself (and others) through. This is an excerpt from an email that we received:

I was given Justin’s name and thought he might provide some insight. Wanted to ask a few questions if he had any knowledge about this officer. Looking for a brief phone interview, which you can certainly be on the call. No problem if you and Justin are uncomfortable with the interview.

Here is what I remember from Deputy Brockman through-out the years of working with him:
Summer of 2020: Deputy Brockman and I had to work a special assignment in Kenosha, WI for when the riots were going on. Through-out this long 16 hours shift, he would make several comments that were sexual and inappropriate in nature. One comment that I remember him saying quite frequently was when he kept making fun of how a certain Waupaca PD officer sounded when he talked on the radio. He would imitate how he talks by saying, "Hi guys... this is *so and so's badge #*..." He would then say something that was very homosexual in nature. This happened at least 10-15 times during this shift.
May 1st, 2021: I attended an Officer's wedding with one of my best friends, Bryce, (who is gay) and his boyfriend (now husband). While we were at this wedding, we took a selfie outside of the venue. Since it was 85 degrees out, in this picture, my dress shirt is unbuttoned, and I am standing in between both Bryce and his boyfriend. His shirt may have been unbuttoned as well, but you cannot tell for sure by looking at the photograph. This photo had gotten posted to Facebook to congratulate the Officer who had gotten married.
January 24th, 2022: I flew down to Florida to stay and vacation with Bryce and his boyfriend. Prior to leaving work the week prior, Deputy Brockman, had made some embarrassing comments to me in front of several other deputies. Other deputies who were present that I can recall were Deputy John Stephens, Deputy Jason Claussen, and Deputy Brady Dueman. One of the embarrassing comments that Deputy Brockman said was something to the effect of, "You going to take your shirt off for Bryce and his boyfriend again?" He then said, "Ohhhh, now we know why you are going down to Florida." I remember saying something to the effect of, "Come on guys, we are just good friends." It was then when Deputy Brockman said, "Ah huh, I'm sure that's what it is." He then said something about needing condoms but I cannot remember how he phrased that comment. Deputies Claussen and Dueman also had made comments that were sexual in nature, but I don't recall what they said. I just remember walking out with my face beat red because of how embarrassed I was.
Summer of 2022: While at the Sheriff's Office Annex, Deputy Brockman had made fun of me in front of several other deputies, and even a patrol sergeant. This patrol sergeant would have been Sgt. Josh Krueger. It was at this time, Deputy Brockman made comments about how I was a "cousin fucker" and would often have sex with my inbred family members. I would tell him, "That's enough." and "Are you done yet?" - but it would continue. There were several times he would also call me gay or accuse me of being gay.
Also while at the Annex, I did hear him when he made fun of his wife. He always had a nasty name that he would call her but I can't remember what it is anymore now. I know for a fact that he would talk like this in front of supervisors, including Sgt. Krueger, Sgt. Graham Barden, and Sgt. Autumn Curtis. They often would encourage him when talking nasty about his wife (and kids).
January of 2024: I put on a training at the Sheriff's Office with Det. Sgt. Pedersen to teach ARIDE - Advanced Roadside Impaired Driving Enforcement. Deputies Brockman and Dueman were in the class. While I attempted to teach the class, they would frequently interrupt me when I was talking to make inappropriate comments. For example, I remember specifically pointing to the screen when I had a power point slide up of a female subject. Deputy Brockman had interrupted to ask, "Why are you touching her boob?" Another example was when I was teaching a section of methods of drug administration - one of them was by inserting them into their anus. Deputy Brockman and Dueman again would interrupt the entire class so they could say something under their breath and would start laughing. Another example was Deputy Brockman asking me, "Where did you buy your jeans from, BabyGap?" Within days of this training taking place, I had several of my class participants reach out to me and ask how I was doing because of how Deputies Brockman and Dueman treated me in class.
Several days later, I had brought this behavior up to Det. Sgt. Pedersen and provided her with specific examples of what Deputy Brockman had said. Her response verbatim was, "Well, I just try to let what Brockman says go in one ear and out the other." I asked her if she remembered him making the sexual comments in class and she said she didn't remember him saying the comments. I specifically remember when Deputy Brockman had asked if I had touched the female's breast on my PowerPoint, I looked directly at Det. Sgt. Pedersen. She looked back at me with a smirk (half smile) on her face as if she thought it was funny.
Some officers who may be able to attest to this behavior during class would be Officer Garrett Colbert, Deputy Brittany Goodreau, Deputy Hailey Casari, and Officer Greg Dey - pretty much anyone who had attended the class would have been a witness to these inappropriate behaviors - including Det. Sgt. Pedersen.
I also do remember Deputy Brockman making a comment on a traffic stop to the driver about not having his fuzzy handcuffs along with him and stated, "The last time I used them on a stop, I got written up." He would make unprofessional type comments like this to citizens quite frequently on calls or on traffic stops.
If you have further questions Mr. Malueg will be happy to try to answer them but he cautions that the above is probably all he can recall.
To my knowledge, as of today, 7/31/2025, Deputy Brockman didn’t receive any type of discipline for this harassment. He instead was recently promoted to the role of Detective Sergeant. You honestly cannot make this stuff up.
